Borough of Hammersmith & Fulham


Hammersmith & Fulham is one of the Inner London Borough’s and serves a population of around 170,000 inhabitants.  Home to three of the country’s top football teams and the headquarters of the BBC and a number of other major corporations, it is known internationally for the 1908 Olympics hosted in White City, now a site of significant development.


hyphen has been working with the London Borough of Hammersmith & Fulham since 2004.  Initially selected to support the deployment of eRecruitment technology as part of a wider eCommerce initiative, hy-phen’s expertise in procuring and managing contingent labour on behalf its clients, resulted in our being able to identify wider savings opportunities. 

 

Working with the Council’s change partner, Agilisys, hy-phen was able to make a series of recommendations that would enable Council to realise cost savings, improve processes and reduce risk.  This included the need for a centralised Vendor Neutral recruitment function.

 

Hammersmith & Fulham invited others to bid for the provision of this service, but, after a robust tendering exercise, the programme was awarded to hy-phen.  Key amongst the Council’s decision-making criteria were that the successful bidder should be able to:

 

  • Deploy an onsite team to manage to build relationships with hiring managers and to drive compliance, bringing experience of having done so for other organisations
  • Use an eRecruitment tool to assist in driving costs savings whilst ensuring compliance with all relevant statutory requirements
  • Deliver services wholly independent of the supply of temporary workers in order to gain better buy-in from supplying agencies and to better control pay rates for workers by ensuring that all obvious conflicts of interest were removed

 

hyphen’s Vendor Neutral Managed Service went live in April 2006.  We anticipate delivering savings in excess of £0.5m within the first year of operation.
